Process of preparation of dynamic event in block rock mass has been considered. Mathematical models of the process have been developed. Time for preparing the dynamic events has been evaluated on basis of viscoelastic models and Coulomb-More criterion. Statistical analysis of data on seismic activity made it possible to determine viscosity of tectonic fracture. It has been found that in the elastic block media, increase in rate of loading and viscosity, decrease in level external stresses lead to decrease in time to prepare dynamic event. The simplest viscoelastic models have been considered.
